Chapter 1: Finnish Immigration Service (Migri)
Processes and decides, among other things, on residence permits, registrations of EU-citizens and Finnish nationality matters.
Chapter 2: The Local Register Office (maistraatti)
Maintains regional Population Information System in Finland. Foreign citizens residing in Finland shall be registered in the Population Information System. At the same time a Finnish personal identity code can be acquired. Also municipality of residence (kotikunta) can be registered at the Local Register Office when person moves to Finland permanently.
Chapter 3: Tax Administration
Tax Authority in Finland. Issues tax cards and individual tax numbers needed in the construction sites. Also a Finnish personal identity code can be obtained in accordance with the tax card by visiting the local tax office.
Chapter 4: The Police
The Police of Finland can issue an identity card to foreign citizens as well if
– The person resides permanently in Finland
– His/her personal information has been entered in to the Population System
– He/she has a valid residence permit or card or his/her right of residence has been registered in Finnish Immigration Office
– He/she can reliably prove his/her identity
Chapter 5: The Social Insurance Institution of Finland (Kela)
The Social Insurance Institution of Finland (Kela) provides people residing in Finland with basic social security in different life situations.
